What Next for Syria?

Despite six months of good-faith effort at engagement, Syria has not reciprocated with improved behavior. Though it is too soon to abandon engagement and return to a comprehensive policy of isolation, Washington will need to add some sticks to the carrots it is already offering Damascus.
